eLawCareers unveils the inaugural Global Legal Centres Index, ranking 100 cities worldwide for legal activity and career opportunities, with Copenhagen named the world's leading legal centre while northern European cities dominating the top positions.
eLawCareers, the premier careers network for the legal profession, has announced the results of the 2026 Global Legal Centres Index (GLCI), ranking the world's top 100 cities for legal activity and career opportunities.
Copenhagen, Denmark, takes first place with a rating of 743, followed by Dublin, Ireland, in second place with 720. Amsterdam, Netherlands, and Oslo, Norway, share third place with ratings of 711. Stockholm, Sweden, ranks fifth with 704, completing a top five dominated by Northern European cities.
Developed by eLawCareers in partnership with UOLLB, the GLCI provides a comparative assessment of 100 international cities, bringing together city rankings, financial centre assessments, legal recruitment data and wider indicators of institutional, economic and social conditions.
The index aims to provide law students, aspiring solicitors and barristers, qualified lawyers, legal employers and other professionals with a broader perspective on the world's leading legal markets and the cities offering opportunities to build and develop legal careers.
Northern Europe Leads the Global Rankings
The inaugural results highlight the strong performance of Northern European cities. Copenhagen takes the top position, while Dublin ranks second and Amsterdam and Oslo share third place. Stockholm follows in fifth place, with Helsinki at 14th, Bergen at 17th and Reykjavik at 69th.
The Netherlands performs particularly strongly, with Amsterdam in joint third place, Rotterdam at 24th and The Hague at joint 27th. Switzerland also records several high-ranking cities, with Zurich ninth, Geneva 11th and Basel 21st.
The results demonstrate that the leading legal centres extend well beyond the world's largest commercial capitals. The ranking incorporates a range of cities whose positions reflect the combined assessment of economic significance, financial competitiveness, legal recruitment activity and broader institutional indicators.
London Leads the UK, While Sydney Tops Australia
London ranks seventh globally with a rating of 661, making it the highest-ranked UK city in the index. Edinburgh follows at 30th, Glasgow at 36th, Manchester at 44th and Birmingham at 46th.
The results place London among the world's leading legal centres, reflecting its continued international significance as a market for legal services and professional opportunities.
Australia also performs strongly, with Sydney ranking sixth, Melbourne eighth, Perth 22nd, Brisbane 26th and Adelaide 35th. The presence of five Australian cities in the top 35 illustrates the breadth of the country's representation in the ranking.
In North America, Toronto ranks 15th, Montreal 20th and San Francisco 23rd. New York ranks 25th, while Los Angeles shares 27th place with The Hague. Other prominent US cities include Boston and Washington, D.C., which share 31st place, followed by Chicago at 40th.

Established Global Legal Markets Feature Across the Index
The GLCI includes established legal and financial centres across Europe, North America and Asia-Pacific, alongside emerging international business hubs.
Singapore ranks 19th, Hong Kong 51st, Tokyo 33rd and Osaka 59th. In the Middle East, Dubai ranks 66th and Abu Dhabi 71st. Other cities represented in the top 100 include Paris at 41st, Brussels at 43rd, Vienna at 45th, Luxembourg City at joint 38th and Madrid at joint 63rd.
The index also includes major legal markets in Asia, Africa and Latin America. Seoul ranks 63rd, Kuala Lumpur 81st, Johannesburg 84th, Bangkok 85th, São Paulo 92nd, Buenos Aires 97th and Mumbai 98th.
The geographical breadth of the ranking reflects the international nature of the legal profession and the variety of markets in which legal professionals may pursue careers.
How the Global Legal Centres Index Works
The GLCI assesses 100 selected cities using 10 assessment components. These comprise the Global Cities Index, published by Oxford Economics; the Global Financial Centres Index, produced by Z/Yen Partners and the China Development Institute; legal recruitment data from eLawCareers; and seven additional indices.
The seven additional indices are the Human Development Index, Rule of Law Index, World Press Freedom Index, Economic Freedom of the World Index, Democracy Index, Freedom in the World Index and Global Legal Readiness Index.
The assessment combines the scores derived from these 10 components to calculate a final rating for each city. The resulting ratings determine the overall ranking.
Where data is unavailable for a city in a particular component, the methodology places that city at the bottom of the ranking for that component. The approach acknowledges differences in the geographical coverage and availability of data across the underlying sources.
As the first edition of the GLCI, the 2026 ranking establishes an initial framework for comparing global legal centres. The methodology will be reviewed in future editions to improve the reliability, consistency and transparency of the results. The detailed ranking methodology can be found in Ranking Methodology of Global Legal Centres Index 2026.

Supporting International Legal Career Development
For eLawCareers, the GLCI complements its work connecting legal professionals with career opportunities across jurisdictions and practice areas. By bringing together information on global cities and legal employment markets, the index provides an additional resource for those considering where to begin, develop or advance their legal careers.
Choosing a legal career destination involves more than identifying the largest law firms or the busiest financial centres. Employment opportunities, institutional conditions, professional development and the wider environment can all influence a city's appeal to legal professionals.
The GLCI offers a starting point for exploring these differences. It is not intended to replace individual research into employers, professional qualification requirements, salaries or local employment conditions, but to help readers identify and compare cities for further consideration.
As an inaugural ranking, the index also provides a foundation for continued methodological development. eLawCareers and UOLLB intend to review the framework as the index evolves, with the aim of improving data comparability and producing increasingly reliable assessments of the world's leading legal centres.
The complete Global Legal Centres Index 2026 ranking is available on eLawCareers, providing readers with the full list of 100 cities and their respective ratings.
